You may as well ask why gravity works the way it does. The fact is that magic may as well be a fundamental force: We know it exists by observing its effects, but we don't really know HOW it works.

We have people looking in to it, we call then scientists; I am sure the equivalent would be wizards, and there would be some that research that kind of information (otherwise, where do books with all that information come from?) I recall Max and Ruby having just gone to great lengths to acquire one of the latter for the agency...
